Garrick Tremain is one of New Zealand's best known artists and political cartoonists. With a background in farming and advertising, he has a wonderful ability to capture in images exactly what people are thinking in a way that makes us laugh. You can see his more of his work on his website HERE.

i would have begun with them. I guess Garrick is playing it safe. mentioning instead say the Maori Language Commission (or whatever it is called) could be risky even for him far removed in Arrowtown. Hopefully no one will sort through and attempt recycling as happens with town rubbish now.
Garrick's cartoons incorporate many features of cartoons from long ago, and are better for it. A fish head and skeleton as in the foreground was a standard depiction of rubbish and squalor.
