The declaration was drafted by Cuba as a means of provoking racial disharmony in Western New World countries. New Zealand rightly refused to sign it for several years until John Key gave Sharples the go-ahead without any public consultation or forewarning. This will create trouble for years to come, along with National's Marine and Coastal Areas Act. No wonder Key high-tailed it before the proverbial hit the fan. And now we also have that other "non-binding" agreement to deal with, the UN Migration Compact, thanks to Winston.
