John Tamihere has spent decades selling himself as a champion of the underdog, a tireless advocate for Māori and community empowerment. He parades on stage, dominates media debates, and paints himself as the voice of the marginalised. As Duncan Garner lays bare in his recent podcast, the reality is far uglier.
The numbers tell the story the media and Tamihere’s public image try to hide. Waipareira Trust, the charity he runs, is not some modest little organisation. Its 2023–24 report shows net assets of over $100 million, including $75 million in cash. Tens of millions in revenue, surpluses of $20 million in a single year - margins that would make most top corporations jealous.
However, the communities Tamihere claims to serve see little of that wealth. Instead, Waipareira has become a personal payday for Tamihere and his executives. In 2023, 13 senior managers were paid an average of $510,000 each - a total of $6.7 million. The next year, pay rose to $7.4 million for 25 executives. To put it bluntly: the Prime Minister earns less than these so-called social service leaders.
Garner doesn’t mince words. He calls Tamihere out for hypocrisy. During his Auckland mayoral campaign, he condemned public sector pay over $200,000 as “unacceptable.” Yet under his watch, Waipareira pays salaries rivaling top corporate CEOs — all funded by taxpayer money. Loans to his political party, conflicts of interest, and murky governance practices only add to the picture.
Tamihere is not a man of the people. He is the face of a corporate-style empire masquerading as a charity. The rhetoric of social justice and community service is undermined by his own lavish earnings, huge surpluses, and questionable financial decisions. Frontline workers struggle on modest wages while executives rake in six-figure salaries. Taxpayer dollars intended to help whānau and vulnerable families are filling his pockets instead.
As Garner says, the question is unavoidable: who benefits here? The answer is painfully clear - not the grassroots. Not the whānau. Not the communities that put their trust in Waipareira. John Tamihere and his inner circle are the ones profiting.
If Māori-led social service organisations are to retain any credibility, Tamihere must be held accountable. Transparency, independent audits, and governance free of self-interest aren’t optional. Until then, Tamihere stands exposed as the man he’s always claimed he isn’t - not a champion of the people, but a master of grifting and self interest.

Pretty simple really - remove the Waipareira Trust from the Charities register and freeze its accounts until such time as it is meeting all its obligations. Will this happen? I believe a snowbell would have a far better in hell.
Noone should be surprised about the Waiparera trust.
Why aren't the press telling us who the other 12 $500k per year "executives " are?

Just how loose has the monitoring of expenditure of public monies been that such fabulous excesses can be accumulated by a charity? Seems someone with a public audit function needs to be fired. It is a scandal which has attracted almost no attention. I guess with so much money on hand and the inherent utu instinct the risk of their using similarly ethically compromised European tikanga called law is just too great for mere colonist descendants and organisations of just ordinary means.to risk question.
Dear Ken S. The entire Charities Act and who gains from "improper" use of said document needs total reform, more so the The RMA.
Interesting that Duncan Garner covers only "one Maori " fiefdom, he should now look at -
- Ngai Tahu and their gains since Doug Graham so "benevolently"
gave them, what had been so carefully manufactured by their Christchurch legal team, which included a 'clause' - " that should any other IWI/Tribe gain a Treaty Settlement, that a % of the payout would be given to Ngai Tahu. Who run their "business ventures under the NZ Charities Act", thus avoiding paying tax to NZ IRS.
- Waikato - Tainui - who also "run" their business empire under the NZ Charities Act.
Ngapuhi - again another "well monied" IWI, who have several prominent business interest, "no doubt" run as a Charity, all to avoid paying any tax.
The overall interesting fact, very similar to Tamihere, within the 3 IWI mentioned, there are those "who are well to do" as those "who see diddly squat".
Oh and the other "Iwi[s]" that should be closely looked are -
- the Later Day Saints/Mormons and
- the Brethern Church (head Honcho lives in Sydney)
and their business empires here in NZ and "ditto" operate under the NZ Charities Act.
Also not forgetting - The Gay Community - yup and have gained large amounts of $$$$'s from the NZ Taxpayer to "aid & abet" their Charitable "outcomes" ????????????
New Zealand is bleeding and it is all through self-inflicted wounds. This, coupled with a complete inability or even the will to plug or cauterize these is killing the subject. How long will it take before it is terminal?
Any "Trust" who receives taxpayer dollars should be audited by the Govt, but are too scared to do so. Tamihere is so blatant and public about his actions.How can he get away with those huge salaries ??
