…Ardern’s personal choice!
The New Zealand Police Commissioner is appointed by the Governor- General based on the recommendation of the Prime Minister.
He was…according to Ardern, “Going to lead a team of 13,000 people across the country with positivity, inclusion and integrity” WRONG!!! AGAIN!!!
He was…again, according to Ardern,“I’ve observed his passion for a police force that knows its strength lies in what it can achieve with the community it serves.”
He was… leading a regime that even the blind could see was soft on crime. Ram raids became the “crime of choice” by young prospective gang members and dairy robberies became a daily occurrence.
He was…called a wokester by Simon Bridges.
He was…in the words of retiring Police Commissioner Bush, “I am happy to be handing over the leadership to someone of Andrew’s calibre”
He was…championing the Labour governments “policing by consent” model which focussed on public co-operation rather than fear and that was labelled a failure by Mark Mitchell!
He was… in the opinion of a participant at a meeting Coster convened, “… very invested in Jevon becoming the next Commissioner.”
He was… the one who failed to disclose to the Public Service Commission his knowledge of McSkimming’s relationship and the allegations.
He was… the one whose response, when informed of the McSkimming of the affair, was to protect his deputy rather than investigate the allegations.
He was…once a deputy chief executive of the Ministry of Justice.
He was… as Commissioner of Police paid a salary of around $700,000.
Andrew Coster, until recently was CEO of the Social Investment Agency, until that is, he was forced to take leave as an Independent Police Conduct Authority (IPCA) report on the Jevon McSkimming issue led to the discovery of serious flaws, poor judgement, obfuscation and possibly even a cover up by Coster in relation to Jevon McSkimming being accused of sexual misconduct.
It seems that Coster “talked the talk” but was unable to “walk the walk.” Somehow believing he was able to disregard a 2021 IPCA report. A damning IPCA report on the extent of the “boys club” within the police force. Coster said the behaviour is unacceptable and the organisation needs change.
Stating “It is completely unacceptable for any of our people to be treated in a way that leaves them feeling disenfranchised, undervalued, marginalised, that’s not part of who we are, and we won’t tolerate it.” “I want this to be a workplace where all of our people can thrive.”
I wonder how those, what now turn out to be disingenuous, mealy mouthed platitudes, sit with the female police employee who, in 2018, first laid a complaint against McSkimming for sexual misconduct that ended up morphing into complaints of sexual assault?
In 2018 anonymous warnings appeared on social media, now revealed as being sent by McSkimming’s accuser, sent to Police and the IPCA, warnings claiming McSkimming had “preyed on a young female” those warnings went unheeded!
Apparently because both organisations had inadequate systems to treat social media posts as formal complaints???
McSkimming informed Coster of the affair and that he was receiving harassing emails. Astoundingly Coster’s response was to protect his deputy rather than investigate the allegations.
Why would he take that stance?
Amazingly McSkimming continued to scale the police hierarchy ladder (no doubt being given a helping hand from above) to the extent in April 2023, it was announced he was being promoted to Deputy Police Commissioner.
A small sidebar to that announcement is that choir boy Chippy as Prime Minister, approved McSkimming’s appointment to the Deputy Police Commissioner role!
Showing zero sign of embarrassment, when the McSkimming story broke, Chippy declared “It is unacceptable that former Deputy Police Commissioner Jevon McSkimming’s behaviour was not picked up in vetting for the role.”
Maybe Chippy just doesn’t do awkward?
Back to our lead character.
While serving on the interview panel for McSkimming’s appointment as Deputy Commissioner, Coster, unbelievably, did not disclose to the Public Service Commission that he knew about the serious allegations made against Mc Skimming!
Why would the Commissioner of Police choose not be honest and transparent about such a high level appointment?
When the McSkimming issue was eventually referred to the IPCA in October 2024, Coster, again exhibiting an illogical sense of loyalty to McSkimming, went to some lengths to influence and to bring the IPCA investigation into McSkimming to a rapid and premature conclusion.
Why was Coster going to such lengths to protect McSkimming?
Why was Coster, potentially, jeopardising his own career to benefit McSkimming?
In February 2024 the Police’s Fixated Threat Assessment Centre noted that the woman’s warnings raised distinct concerns of probable criminal conduct by McSkimming. Their report recommended referring the matter to the Police National Integrity Unit and the IPCA for an investigation of McSkimming.
Remarkably an investigation into McSkimming was not launched!
Who would have the clout to put the mockers on that?
Get this. Police began investigating the woman herself for allegedly harassing McSkimming. This poor woman was actually charged with causing harm by digital communication! McSkimming was being represented as the victim!
Represented as the victim to the investigation team by very senior police officers?
But this sad and bizarre scenario becomes more unbelievable. Yes, McSkimming’s victim has had the charges of digital harassment dropped but is still charged with sending offensive e-mails to the police officer in charge of the original prosecution and to that officers wife.
Bloody hell, if I had been, over a period of 7 years, doubted, discredited and thoroughly shafted as she was by senior police, I would probably have upped the ante on just e-mails!
Coster’s protection of McSkimming scaled new heights as he directed police staff in the ministerial office to send the emails, relating to McSkimming, directly to his own office and not share them with the minister or his political staff.
“This included emails/correspondence received in the Minister’s inbox. The emails all related to allegations of inappropriate behaviour towards a young woman who [was] employed by Police. We were asked to treat the correspondence in confidence and not circulate to it others [sic] in the Minister’s office or Police generally.”
Why would Coster issue such a devious and dangerous directive?
The IPCA report was to the point, the very top of the police force effected an “institutional failure!”
I have read that Coster “..is a decent man with a good moral compass, but he seems to have been so nice, so trusting, he couldn’t see the scandal unfolding before his eyes, and, apparently out of a desire to protect a colleague, unwittingly put himself in the centre of one of the biggest police scandals in a generation.”
Sorry, I just do not beleive that.
This whole sorry saga of nepotism and cover up still, to my way of thinking, leaves a number of crucial questions unanswered.
In late 2020, police made the decision that six-monthly internet usage monitoring reports, supplied to the senior leadership team, would cease. Coster served as Commissioner of Police from 3 April 2020 to 10 November 2024???
Why would someone with so much to lose go to such devious and corrupt lengths just to ensure their “pal” stepped into his role?
Did the “pal” have some hold over Coster, something that, if made public, would be very damaging?
Coster is now on “gardening leave.” Maybe he is digging a grave???

To understand the appointment of Coster and his policing by consent you have to also look at Jacinda's promotion of gangs and the Iwi aristocracy. She had a vision of a society she wanted to create.
