On the assumption that this is mandated because native trees have souls, and you need to pray for the tree souls as they are felled, why is this not extended to exotic trees also? Do immigrant trees not also have souls?

I don't think the assumption - that native trees need prayers because they have souls - is correct. The truth is that native trees need prayers because a bunch of Maoris want to extort money, and their claim for prayers over introduced plants sounds more ridiculous than their claim for native plants.
How does Tremain resist these situations? If we still had NZ TV comedy as "A Week of It" many maori absurd excesses would be recognised and countered.
All ethnicity in any form needs to be removed from all NZ legislation. We will just throw endless taxpayer funds into the ethnicity sewer without any definitive result .PM Luxon could be in the same class.

If I was told that I had to say prayers of karakia by anyone, the answer would be " P.... off", and see what ensued .
What a laughing stock to the rest if the world NZ has become when prayers to trees are allowed to be made mandatory.
A few years ago i attended a public meeting in Auckalnd about kauri conservation. Some elderly maori "farmer" from up north and on the paid staff explained how he kept dieback off his farm by praying to his trees. i made some mildly dismissive comment. After the meeting I was taken to task by somecolonist PC woman for being disrespectful.!
One can only hope you showed the 'lady' just how disrespectful one could be when tested.
You couldn't make this stuff up. It would however make excellent material for standup comedy or a satirical piece. We really do need some comedy as we used to have as mentioned by Anonymous 10:23 AM .
A pity we don't have another Billy T James in NZ
