David Lillis and Peter Schwerdtfeger: Enhancing Science, Innovation and Technology in New Zealand

The Science System Advisory Group has been established by the Ministry of Business, Innovation and Employment in order to provide advice to Government on science, innovation and technology. It will review challenges and aspirations of the sector and its structure, efficiency and effectiveness. A two-part report will be published; the first delivered end of June and the second in October. The first part will focus on principles for the sector and providing advice and recommendations. The second will provide final recommendations and advice on long-term changes in order to ensure the future success of science in New Zealand.

I volunteered one example of how we might do this but did not mean to imply that we should be returning to what some consider to be the "bad old days" during the Muldoon years when government controlled far too much of the supply chain.

Matt Ridley: Britain needs to rediscover failure if it wants to prosper


What was Brexit for? After finally taking Britain out of the European Union, the Prime Minister can now start to give us his answer — and the opportunity in front of him is pretty clear. He could speed up, perhaps double, the rate of economic growth by unleashing innovation. After leaving the slow steaming European convoy, Britain must not chug along but go full speed ahead. That means rediscovering trial and error, serendipity and swiftness — the mechanisms by which the market finds out what the consumer wants next.
The stifling of innovation by vested interests in the corridors of Brussels has held Britain back for too long — but it is not the only reason for our sluggish innovation capacity. We can also blame creaky infrastructure, neglect of the north, a glacial-speed planning system, the temptations of a speculative property market, low research and development spending, and a chronic inability to turn good ideas into big businesses.

Matt Ridley: Amara's Law


Alongside a great many foolish things that have been said about the future, only one really clever thing stands out. It was a “law” coined by a Stanford University computer scientist and long-time head of the Institute for the Future by the name of Roy Amara. He said that we tend to overestimate the impact of a new technology in the short run, but we underestimate it in the long run. Quite when he said it and in what context is not clear but colleagues suggest he was articulating it from some time in the 1960s or 1970s.

Along comes an invention or a discovery and soon we are wildly excited about the imminent possibilities that it opens up for flying to the stars or tuning our children’s piano-playing genes. Then, about ten years go by and nothing much seems to happen. Soon the “whatever happened to . . .” cynics are starting to say the whole thing was hype and we’ve been duped. Which turns out to be just the inflexion point when the technology turns ubiquitous and disruptive.

Dear George, as a former biotech venture capitalist, you are a passionate champion of innovation. It has pulled an average of 137,000 people out of extreme poverty each and every day of the past 25 years. It’s the only thing that can pay off our £1.9 trillion national debt while keeping our grandchildren prosperous. You are on record as saying: “We have a once-in-a-generation chance to seize the opportunities to make the UK the innovation capital of the world, defying the doubters and being clear that we will go on leading the world in science and technology.”

Calestous Juma from Harvard University: Why Perceived Inequality Leads People to Resist Innovation


Americans are often portrayed as technological enthusiasts with unbounded eagerness to adopt new technologies. According to a recent Pew Research survey, nearly 28 percent of Americans view themselves as early adopters of new technologies. This is much higher than estimates in other cultures. 

But when it comes to biomedical technologies that enhance human abilities, they are more cautious. Many of the 4,000 survey respondents and focus group participants in another Pew study "felt that while no effort should be spared to help the sick, society should proceed with caution before allowing biomedical advancements to boost the capacities of healthy people."
