A poll suggesting most people in northern Rodney, north of Auckland, want to break away from the Auckland Council the latest in a list of communities that want out of a costly and disappointing amalgamation experience.

Sarah Taylor: Race-based plan in HB merger

Residents of Hawke’s Bay have a postal vote starting August 24, 2015, to decide whether or not the Hastings, Napier, Wairoa, Central Hawke’s Bay councils, and the Hawke’s Bay Regional Council, should merge as a single council with a regional planning committee, a Maori Board, and a natural resources board.

Yule is the only mayor in Hawke’s Bay to back a five-council amalgamation of the sort that was stingingly dumped in Wellington earlier this month and slowly evaporated in Northland. A final proposal for a merger in Hawke’s Bay will be voted on in September.

Labels: amalgamation, Hawke's Bay, Local Government Commission, Mike ButlerA Local Government Commission flyer prompted a further complaint to the Auditor General yesterday, this time alleging misrepresentation of the role of the Maori Board and the Regional Planning Committee on the proposed Hawke’s Bay Council.
Napier ratepayer Sarah Taylor, who lodged the complaint, said a full-page diagram depicting the future composition of the amalgamated council on the flyer titled “Hawke’s Bay Councils – proposed changes” completely ignores the iwi appointed representatives on the Maori Board and Regional Planning Committee.

I had a phone-call from a Napier councillor who thanked us for campaigning against amalgamation but asked us to stop talking about the Maori board because it upset some people. An earlier email from another person suggested we were “playing the race card”.

Amalgamation is a central government initiative, with similar proposals in Northland and Wellington at the same time as the Hawke’s Bay push. I presented the case against amalgamation to 54 people at a public meeting at the Havelock North Community Centre yesterday.

Hastings Against Amalgamation is holding an initial meeting at the Havelock North Community Centre on Tuesday, February 24 at 7pm, to plan the next step should the Local Government Commission opt to proceed with amalgamation.
That next step is to collect around 4400 Hastings signatures to trigger a poll on the issue.

Mike Butler: Pushing amalgamation co-governance

A Local Government Commission member told me to re-read Article 2 of the Treaty of Waitangi that he asserted promised to Maori co-governance.
Proposals for council amalgamations are in progress in Northland and in Hawke’s Bay. The commission heard oral submissions in Napier and Hastings this week.
