What's the matter with Councils ?
Can't they see or understand that they are paying good money for nonsense fabricated by fraudsters ?
Are they vulnerable to personal scams, or do they think they can be cavalier with public funds ?
It happens up here in Palmerston North as well.
The council here is spending $9.8 MILLION on a road to a new "Cultural Centre" in Anzac park.
Money should have been given to the new Dunedin Hospital instead
